Following the tragic events of September 11, 2001 the US Forest Service conceived of a program – The Living Memorials Project – through which it would provide cost-share grants to support the design and development of “lasting, living memorials to the victims of terrorism, their families, communities, and the nation.” A coalition of partners in Washington, DC conceived of a series of nine memorial tree groves in each of the city’s eight wards as well as one on Kingman Island. The memorials created so far are located in Congressional Cemetery, Langdon Park, Kalorama Park, Penn Branch Park, and Ward 3/Embassy Row. Each provides a place for quiet reflection with meandering pathways, benches, simple signage, and a variety of plant materials.
